The discount on your bills is not something you apply for: it arrives on its own, if you have an ISEE
With an ISEE below € 9,796 the discount on electricity, gas, water and waste appears on your bill with no application. The one thing to do is renew the ISEE every year: those who do not renew stop receiving it, and usually never notice.

The food card is not something you apply for: the municipality puts you on the list, if you have an ISEE
«Dedicata a te» is a card for buying food, and there is no application to file: the lists are built by INPS and your municipality from data they already hold. You need to be on the local registry, an ISEE up to € 15,000 and at least three people in the family.

Assegno unico: from 2026 what counts is that you work, not which permit you hold
Money every month for every child, from € 58 to € 227 depending on your ISEE. The change that matters if you are not an Italian citizen: the right of residence is no longer required — working with your contributions in order is enough, and the permit while awaiting employment now counts.

INPS refunds part of the nursery fee for children under three: up to € 327.27 a month for eleven instalments, depending on your ISEE and on when the child was born. From 2026 the single allowance no longer counts in the ISEE, and that changes the sum for many families.

Without a residence permit you can still get care, and the hospital will not report you
Italian law guarantees urgent and essential care to people without a residence permit, and forbids reporting them to the police. The tool is called the STP code: you ask for it at the ASL or at a hospital, it lasts six months and can be renewed.
